Default Water in Cylinder 350 Chev

Hi, Have a ski bird with 350 Chev. Hasn't been started for a coupe of years. sitting in shed. Did oil change and new plugs but found water in 1 cylinder when taking plug out. Engine starts but a bit rough. Took plug out and still water there. Could this be Head gasket or any other suggestions ???
    Cheers

We went about doing a heat exchanger setup so we could run coolant. Extend the life of.. Well everything and no dirty river water running through the block

Can do a pressure test on the cooling system if you have the kit

Had a reply from Skibird Australia. Could be the Exhaust Manifolds. They had similar problem recently, same age boat and it was Exhaust.. I will do some testing before pulling heads.. Hopefully will be that.. Easier job for me.
