    Mainly in EFI where rail pressure has to be 40psi plus. If your pump only flows enough for maximum demand, then essentially it will be close to zero psi at the rail. The excess is required to maintain excessive fuel pressure. As injector flow increases, rail pressure drops.

    Also ‘most’ fuel pump manufacturers rate their flow at a given psi which makes life easier.
