Default Speed Camera Question

This morning on my way to work I believe I was flashed by a mobile speed camera and the question I have is
1.Are the mobile speed cameras allowed to take frontal pictures in Victoria?
2.If another car is in the picture is it still a valid fine?
3.Any other info to try and overcome this fine? (apart from not speeding because it is to late for this already)
4.How long till the fine will arrive if i do get it?

1...Yes
2...Yes. Do you know it was you speeding? Could have been the other one.
3...Don't waste your time unless you're a full licence holder, it's for less than 10k's over and you haven't had a ticket for at least 5 years. Then you can write a letter asking for a warning. 9 times out of 10 you will get it.
4...About 3 weeks I think.
