Engineers reports are not mandatory in WA. You do have to complete an application for modifications before you do them, and seek approval. In this process depending on the extent of the modifications a report from an "Engineering Signatory" (not defined) may be required. If you do the modifications first, you take the risk they won't be acceptable, and may have to do some of the work again.

If the application is approved, you can undertake the work and present the vehicle for inspection by the DPI, and their examiners will either accept and licence the car, or reject it.

A 350 in a HZ will probably be ok, you could certainly argue the car is in the HQ "family" which had a 350. He will have to update the brakes, suspension and driveline to "350" spec's as a minimum.

The emission compliance is an interesting one and usually determined by the date of the donor engine if it is later than the vehicle (otherwise it is determined by the vehicle). A lot of people switch to gas to overcome cat converter and other emission requirements on late model engines, so it will depend on what year the 350 engine is (and btw the DPI have very good records on engine number sequences, and if they suspect tampering, they will either not pass it, or require an x-ray).

If he drives it "as is" it is highly likely that he will not have any 3rd party personal insurance liability cover, so he could be in a fair bit of financial strife if he has an accident and injures someone.
