i hope i can help

1 the bonnet scoop has to be or have a point of contact under 8 cm. anything under that is fine if you look at the dot book it gives the guidelines any reverse cowl scoop will be fine and height isnt an issue becuase point of contact will be under 8cm. any drag hornet scoop will be illegal, basically the really flat looking hornet scoop sold from autobahn will be ok
2 exhaust has to be full system and meet the adr compliance for noise limit of your vehicle so if your running a big block two mufflers or resonators are going to be needed ( previous experience with hq and a big block with twin 3 in exhaust)
3 hj from memory never had the 350 (sorry if am wrong) so will be hard as the 308 was the largest cu in engine. However a 400 will not be a problem 454 might be but the car will need to be mod tagged for both the larger capacity engines. speak to an engineer and see what they say shouldnt be an issue though
4 yes there is an actaul measurement for the tyres but i cant remember it sorry will have too look into that one. you will have issue's running a 4in tyre on the front boys in blue will eat you alive for it i have them on my vk and get nailed all the time with them
5 yes you can have the aircleaner through the bonnet as long as the bonnet is reinforced and structurally sound and it will need to be covered by a bonnet scoop the boys in blue will get you for that one as well even though there are alot of cars out there doing the no bonnet scoop thing
6 racing harness should have the rear straps not mounted to the floor behind the seat. they should be between a horizonatal and 45 degree angle. if you want to have passengers in the back you may need a half cage with a taxi bar so the harness can be mounted to it. if that is not an option then the harnesses will need to go to the parcel shelf or betwen the back seat and meet adr compliance. the harnesses will also need to be mod tagged for dot and street use and if the cage is not used and the harnesses are permanent the car will be need to be registered as a two seater
7 noise level has to meet the noise level for your year vehicle and shoild be no more than 96 or 98 db
8 the heater im not sure on mate but the boys in blue if they want to be picky could get you for not having your accessories working as you have changed the vehicles original configuration
